Getting a loan with Dicom (Chile's best-known credit bureau listing) is possible, but the options shrink a lot. No law bans lending to someone with overdue debts: banks and retailers check the credit report and, when a delinquency shows up, they usually turn the application down. The issue affects millions. According to the 53rd Delinquent Debt Report by Universidad San Sebastián and Equifax, in June 2026 there were 4,006,977 people with overdue debts in Chile, 25.2% of adults.
This guide, updated on November 5, 2026, gathers what can be verified with official sources: the maximum conventional rate (TMC) set by the Financial Market Commission (CMF), the rates charged by the four family-allowance funds (cajas de compensación) according to the Social Security Superintendency (SUSESO), the terms of the state pawn-loan agency and the CMF's alerts about fake loan offers.

Loans with Dicom: what the law says and why banks usually say no
Dicom is the trade name of Equifax's registry, but the delinquency data comes from banks, retailers and other companies. The law does not prevent an institution from lending to someone with unpaid debts; each lender decides under its own risk policy. In practice, banks and retailers cross-check the credit report with their own data and the CMF's, and with an active delinquency most of them say no. What the law does set is a ceiling: no loan can be agreed at an interest rate above the maximum conventional rate.
Before looking for financing, check whether the debt shown in the registry is still outstanding or has already been paid. If you paid it, the law requires the registry to be updated within set deadlines; our guide on how to get out of Dicom explains those deadlines and how much Chileans owe in each region according to the CMF.
November 2026 maximum conventional rate: the ceiling for any loan
Each month the CMF calculates the current interest rate (the average banks charged the previous month) and, from it, the maximum conventional rate. Certificate No. 10/2026 was published in the Official Gazette on October 15, 2026 and applies until the day before the next publication, which the CMF releases in the middle of each month. That is why these rates remain in force during the first half of November:
| Transaction type (pesos, non-indexed) | Amount | Current rate | Maximum conventional rate |
|---|---|---|---|
| Under 90 days | Up to 5,000 UF | 31,82% | 47,73% |
| 90 days or more | Up to 50 UF (about CLP 2.06 million) | 32,82% | 41,02% |
| 90 days or more | Over 50 and up to 200 UF | 29,56% | 34,02% |
| 90 days or more | Over 200 and up to 5,000 UF | 20,02% | 30,03% |
| 90 days or more | Over 5,000 UF | 6,70% | 10,05% |
| Deducted directly from a pension | — | — | 27,02% |

How the ceiling has moved in 2026
In 2026 the maximum rate for small consumer loans has been stable. In the up-to-50-UF bracket it ranged between 40.60% (April) and 41.50% (August); in the 50-to-200-UF bracket, between 33.60% and 34.50%. The one that moved most was the under-90-days bracket, which peaked at 52.98% in July and fell to 47.73% in October.

What does that mean in installments? A CLP 1,000,000 loan over 24 months charged right at the 41.02% annual cap (3.42% a month) has an installment of about CLP 61,740 and ends up costing CLP 1,481,758: almost half a million in interest, before insurance and stamp tax. At the 2.45% monthly rate one family-allowance fund reports for workers, the installment falls to CLP 55,604 and the total to CLP 1,334,506. Who lends to people in Dicom: family-allowance funds, cooperatives and pawn loans
The options most often cited for people with delinquencies share one feature: they rely on a guarantee other than the credit history. At family-allowance funds it is the payroll or pension deduction of each installment; in pawn lending, a piece of jewelry or an object held as collateral; at cooperatives, membership. None guarantees approval: all of them assess each case.
| Option | Who can apply | Published cost | What it checks |
|---|---|---|---|
| Family-allowance fund social loan | Member workers and pensioners | 1.73% to 2.99% a month depending on fund, amount and member type (August 2026) | Each fund's assessment; installment deducted from salary or pension |
| Pawn loan (DICREP) | Adults over 18 with ID and an item to pawn | 2.5% simple monthly interest, 1% insurance and 3.5% issuance fee | Appraisal of the jewelry or item |
| Savings and credit cooperatives | Members | Not published in a comparable format | Each cooperative's credit assessment |
| Banks and retailers | Customers who meet their risk policy | Up to the current TMC | Credit report and system-wide debt |

Loans with Dicom at family-allowance funds: rates by fund
The four family-allowance funds (Los Andes, La Araucana, Los Héroes and 18 de Septiembre) report their rates to SUSESO, which publishes them monthly. They are monthly rates and distinguish between workers and pensioners. For loans of up to 50 UF over 24 months, in force on August 31, 2026, the range was 2.45% (Los Andes) to 2.99% (18 de Septiembre) for workers, and 1.76% to 1.85% for pensioners. None of the four publishes a general rule on applicants listed in Dicom: you have to ask each fund.

DICREP pawn loans
The state-run General Directorate of Pawn Credit (DICREP) lends against gold or platinum jewelry, watches or items such as electronics. The published requirements are three: being over 18, carrying an ID card and bringing the item. The loan does not exceed 60% of the appraisal, capped at CLP 500,000 for jewelry and CLP 200,000 for other items, over 6 months. The cost is 2.5% simple monthly interest, 1% insurance and a 3.5% issuance fee: according to DICREP, someone who receives CLP 100,000 repays CLP 119,500 at the end, or six installments of CLP 19,917. If unpaid, the item is auctioned.

Savings and credit cooperatives
Cooperatives lend only to their members and each applies its own assessment. Before joining one to get a loan, check in the CMF's entity search that the cooperative exists and is supervised: several of the fake websites reported in 2026 used the word "cooperative" in their name. Cooperative rates are not published in a format comparable across institutions, so we do not include them in the table.

"No-Dicom loans, approved instantly" offers are the most common bait in financial scams. The pattern the CMF describes keeps repeating: entities that pose as supervised, ask for an advance payment (for "insurance", "assessment fees" or a "guarantee") and never deliver the money. On March 6, 2026 the CMF reported 8 entities to the Public Prosecutor's Office, including websites impersonating real companies and two that operated only via WhatsApp. On August 14, 2026 it reported five more, including an app on Google Play and one posing as an association of cooperatives.
- March 6, 20268 entities reportedWebsites and WhatsApp accounts demanding upfront payments; some impersonated real companies, such as an insurer.
- August 14, 20265 entities reportedIncludes a loan app on Google Play and an impersonator of the National Association of Cooperatives operating via WhatsApp.
- Never pay upfront to receive a loan: it is the sign the CMF identifies in all of these complaints.
- Check the entity in the CMF's Fraud Alert section and supervised-entity search, and be wary of names similar to those of well-known companies.
- Be wary of informal channels: offers handled only via WhatsApp, social media or unknown apps.
- Ask for the CAE and the rate in writing: if it exceeds the current maximum conventional rate, the interest charged is above what the law allows.

Before taking a loan with Dicom: alternatives and priorities
A new loan does not erase the overdue debt: it only adds another installment. Before borrowing more, check whether the creditor offers to restructure or renegotiate the existing debt; if the debt exceeds your ability to pay, the Superintendency of Insolvency and Re-entrepreneurship runs a renegotiation procedure. If the goal is to consolidate debts, always compare the total cost of each option with that of keeping the current debt. And if you are comparing banks for the day you are out of Dicom, see our ranking of the best banks in Chile in 2026 by complaints and costs.

Frequently asked questions about loans with Dicom
Can you get a loan while listed in Dicom?
Yes, the law does not forbid it, but each institution decides based on its risk assessment. Banks and retailers usually decline; family-allowance funds, cooperatives and DICREP pawn loans are the most cited alternatives.
What is the maximum conventional rate in November 2026?
Until the CMF publishes its next certificate in mid-November, the cap is 41.02% a year for peso loans of 90 days or more and up to 50 UF, and 34.02% between 50 and 200 UF.
Do family-allowance funds lend to people in Dicom?
They assess each member's application and deduct the installment from salary or pension. None publishes a general rule on Dicom, so you have to ask directly.
Is it normal to be asked to pay before receiving the loan?
No. The CMF warns that asking for upfront payments is the hallmark of the fake loan offers it reported to prosecutors in 2026.
How much does DICREP charge for a pawn loan?
2.5% simple monthly interest, plus 1% insurance and a 3.5% issuance fee in the first period. For CLP 100,000 you repay CLP 119,500 after 6 months.
